If my child is denied school-based OT/PT, does that mean their private therapist's opinion doesn't matter?

No. Outside evaluations and clinical opinions are still valuable evidence the IEP team must consider — but the team's decision has to be grounded in the educational-necessity standard, so a private diagnosis or recommendation, by itself, doesn't automatically establish eligibility.
