Does having ODD or DMDD automatically qualify a student for an IEP?

No — conduct/behavior disorders including ODD are not standalone IDEA eligibility categories, and a diagnosis alone doesn't create eligibility. But a student with ODD or DMDD can qualify if the behavior meets criteria for a recognized category — most often Emotional Disturbance (ED), sometimes Other Health Impairment (OHI), or occasionally alongside another primary category (ADHD, autism, a learning disability) as a co-occurring need addressed through Special Factors.
